Royal Mail claims, however, that VAT exemption is insufficient to the price difference Whistl can give, which it argues is substantiated by the fact that Whistl is attracting customers from the financial institutions like banks that are unable to claim VAT.
According to Ofcom's statement from December 2014, Whistl's arrival in a specific geographic area did not constitute "unfair competition" or threaten the cross-subsidies required to fund a universal service. Royal Mail's ability to deliver the universal service in the financially viable manner is not endangered by an end-to-end competition at this time, according to Ofcom, who also noted that "universal service mail is now more profitable than many other categories of mail, including bulk mail." Royal Mail's delivery network, which "is characterized by a high amount of fixed expenses," was taken into consideration by Ofcom.
